Toxic was changed in the sixth generation to be never-miss when used by poison-types; this isn't in the app/move's description yet, but it should probably be updated. (It was even changed to be never-miss during the invulnerable turns of fly and dig, but that's kind of silly with actual ASB logic.) -

That sounds kind of strange. Having people tailor the arena to be specifically night/morning to use the sun stone or moon stone doesn't sound like a good idea; sure, the effect of it being actually day/night would be mild otherwise, but it's basically "write the arena so you can use your item,"... -

I'd much prefer we just make up an item and keep the moon stone the way it is. Splitting the bonus seems nonsensical, and it's inconsistent with the stones we already have. The polkadot bow sounds great to me as a fairy type trinket.
